<p>This paper systematically studies the water shortage problem in the central industrial areas of Kazakhstan (Karaganda, Jezkazgan, Ekibastuz, etc.), and provides the scientific basis for the Ertysh River water diversion project. The content covers analysis of natural conditions such as regional climate characteristics, soil vegetation distribution, surface and underground hydrological conditions, and mineral resource distribution, as well as comprehensive planning plans such as industrial water demand prediction, energy base construction and suburban agricultural development. In particular, solutions are proposed to the water crisis at key nodes such as Karaganda Steel Industry Zone and Timertao Chemical Zone. </p>
