Modern problems of hydrometeorology, together with the closely related issues concerning the state of the natural environment, are today attracting the special attention of the most outstanding scientists of our time. The successful solution of numerous important tasks depends on the dedicated efforts of tens of thousands of observers, engineers, and technical specialists who regularly monitor environmental conditions and process and analyze the information obtained. This is because environmental data must be applied more broadly to various forms of economic activity in order to ensure their proper coordination with natural conditions and processes. Humanity seeks not only to make effective use of natural resources but also to prevent, or at least minimize, the adverse effects of natural phenomena, while causing as little damage as possible to the natural environment itself. These issues confront scientists with the extraordinarily complex task of understanding natural processes, a task whose solution requires the application of the most advanced scientific achievements. In the resolutions of the historically significant Twenty-Seventh Congress of the Communist Party of the Soviet Union (CPSU), emphasis was placed on the necessity of further integrated research into the structure and evolution of the Earth's crust, the biosphere, the World Ocean, the atmosphere, outer space, and the universe as a whole. In the section of the document “Basic Directions of the Economic and Social Development of the USSR for 1986-1990 and Through the Year 2000” devoted specifically to environmental protection and the rational use of natural resources, it was stated that broad measures must be undertaken to protect the nation's atmosphere and water resources, and to safeguard land from wind and water erosion, mudflows, landslides, waterlogging, marsh formation, and salinization. In this regard, improving the effectiveness of national monitoring of the natural environment and sources of pollution is of particular importance.
