完善陆地水资源管理的理论与方法这一任务，与自然资源的进一步合理化利用直接相关。众所周知，许多主要地区的社会经济发展方向，都与解决水资源的行业性及综合性利用问题密切相关。这种关联性对于苏联欧洲部分及部分亚洲地区已开发的各类工农业区来说很典型，对于许多新开发区也同样如此，特别是中亚的农工联合体，以及国家东部正在形成的地域生产综合体。\n合理利用与保护陆地水资源的管控，与科学解决苏联所面临的最重要问题直接相关，其中首要问题包括：《至1990年苏联食品纲要》、能源问题、进一步提高城乡居民生活与医疗保健服务水平，以及保护生物圈的任务。\n呈献给读者的本书由苏联科学院生物圈问题科学理事会水圈部门及苏联科学院水问题研究所在苏联科学院跨部门地球物理委员会水文部门地表水委员会的参与下编写。书中使用了1979年和1981年“陆地水资源管理理论与方法”研讨班（校）上讨论的材料。除了涉及水资源形成、利用与保护管理的根本性问题的文章外，也收录了一些阐述管理问题中某些具体方面的文章。\n若干文章关注了国家河流资源形成和利用过程中的新现象，这些现象与由于流域经济活动对河流径流日益增强的人为影响、水文地理网络内的径流调节、以及为农业和其他行业利益而从河床不可逆地取用径流等因素有关。
