    "ds_abstract": "<p>基于民族和解与团结的领袖、民族领袖、塔吉克斯坦共和国尊敬的总统埃莫马利·拉赫蒙阁下的倡议，旨在将2018-2028年定为“水促进可持续发展国际行动十年”的提议，已获得联合国组织的决议而圆满确立。\n民族伟大领袖关于水及水政策的倡议，在过去15年间持续获得联合国的决议支持。国际社会众所周知，塔吉克斯坦国家领导人在联合国讲台上，面对数百万各国领导人，首次提出了关于清洁水的问题，并根据2003年联合国大会第54届会议的决议，宣布了“国际淡水年”。随后不久，根据我们的伟大领袖埃莫马利·拉赫蒙阁下的又一倡议，依据联合国大会第55届会议决议，2005-2015年被宣布为“生命之水国际行动十年”。\n事实上，由于世界人口的增长和气候变化，清洁水的短缺和不平等分配正日益加剧并被敏锐地感知到。每年，仅根据官方数据，全球就有450万人因水质低劣和缺乏优质饮用水而死亡，近12亿人遭受各种疾病的困扰。\n水已从一种易于获取的自然资源转变为至关重要的经济资源。离水取代石油和天然气——这些当今世界政治的调控工具——地位的日子已不远。如今显而易见的是，水已成为世界和地区政治的组成部分。\n有鉴于此，塔吉克斯坦高度重视其丰富的水资源，并将其合理利用与水电开发视为国家可持续发展的基石。确保水资源的有效管理与跨境合作，对于区域稳定与繁荣至关重要。塔吉克斯坦致力于在公平合理利用跨境水资源的原则基础上，与邻国开展建设性对话与合作。\n若不能挽救诺拉克水库免于淤积。在罗贡水电站完全投入运营，并与桑格图达1号、桑格图达2号等其他水电站协调一致的情况下，国内年发电量将达到310-330亿千瓦时。这不仅为实施现有规划提供了可能，不仅能满足塔吉克斯坦自身的电力需求，还能为向邻国出口电力创造有利条件。目前，国内大小河流上已有300多座水电站运行。\n根据现有规划，未来几年计划在喷赤河上建设一系列大型水电站。特别是，装机容量超过400万千瓦的达什特朱姆水电站的建设，将巩固塔吉克斯坦的能源地位，并为利用哈特隆省和阿富汗数千公顷土地提供了可能。另一方面，为了在气候变化条件下保护国家的水资源财富，我们必须努力保护其储量，防止因过度消耗和污染而造成损失。\n这本面向塔吉克语读者的著作，以新的视角呈现了已知但非系统性的特征和方面。其中，除了此前部分以不同语言出版的材料外，还汇集了最新的科学资料，最重要的是，对现有相关材料进行了关联分析。书中考虑到迄今国内文献中分散的大量信息，特别注重对其进行分析和总结，同时配以引人入胜的插图材料，使已知对象从新的角度得以展现，揭示了它们的新特性。\n本书总体上具有科学普及和信息汇总的性质，同时也包含一些新的科学观测和观点。例如，关于塔吉克斯坦河流系统的形成、其总体化学成分，以及元素总迁移率等方面，都提供了新的材料。同时，书中首次提供了锡尔河、泽拉夫尚河、阿姆河流域、喀拉库尔湖流域以及外流河流域的完整地图，揭示了塔吉克斯坦水域流域的新特征。\n书中除了水系图外，还收录了由塔吉克斯坦共和国政府环境保护委员会下属水文气象局专家、冰川学家阿卜杜拉希德·塔戈伊别科夫拍摄的高山湖泊、冰川及国内其他水源地的精美照片。作者们向他表示感谢。\n作者们同样感谢编辑赛福丁尼·Б.Х.、校对马奇多夫·О.Ш. 和拉赫莫诺娃·Ф.，以及地图数字化绘制者沙穆希莫夫·Д.，感谢他们在本书出版准备过程中付出的辛勤劳动。</p>",

            "ds_abstract": "On the initiative of His Excellency Emomali Rahmon, Leader of the Nation, Founder of Peace and National Unity, and President of the Republic of Tajikistan, the proposal to designate 2018-2028 as the “International Decade for Action: Water for Sustainable Development” was successfully adopted through a resolution of the United Nations.\r\n\r\nOver the past fifteen years, the initiatives of the Great Leader of the Nation concerning water and water policy have consistently received support through United Nations resolutions. It is well known to the international community that the leader of Tajikistan was the first to raise the issue of clean water from the United Nations podium before millions of people and world leaders. Following a resolution of the 54th Session of the United Nations General Assembly, 2003 was declared the International Year of Freshwater. Shortly thereafter, pursuant to another initiative of our great leader, His Excellency Emomali Rahmon, and in accordance with a resolution of the 55th Session of the United Nations General Assembly, the years 2005-2015 were proclaimed the “International Decade for Action: Water for Life.”\r\n\r\nIndeed, owing to world population growth and climate change, the shortage and unequal distribution of clean water have become increasingly acute and widely recognized. According to official statistics alone, every year approximately 4.5 million people worldwide die because of poor water quality and the lack of safe drinking water, while nearly 1.2 billion people suffer from various diseases.\r\n\r\nWater has transformed from an easily accessible natural resource into a critically important economic resource. The day when water may assume a role comparable to that of oil and natural gas, which today serve as instruments influencing global politics, may not be far away. It is now evident that water has become an integral component of both global and regional politics.\r\n\r\nIn view of this, Tajikistan attaches great importance to its abundant water resources and regards their rational use and hydropower development as the foundation of the country's sustainable development. Ensuring effective water-resource management and transboundary cooperation is essential for regional stability and prosperity. Tajikistan is committed to constructive dialogue and cooperation with neighboring countries on the basis of the equitable and reasonable use of transboundary water resources.\r\n\r\nIf the Nurek Reservoir cannot be protected from sedimentation, serious consequences may arise. Once the Rogun Hydropower Plant is fully operational and functions in coordination with other hydropower facilities such as Sangtuda-1 and Sangtuda-2, annual domestic electricity generation will reach 31-33 billion kilowatt-hours. This will not only make it possible to implement existing development plans and satisfy Tajikistan's own energy needs, but will also create favorable conditions for electricity exports to neighboring countries. At present, more than 300 hydropower plants operate on rivers of various sizes throughout the country.\r\n\r\nAccording to current plans, a series of large hydropower stations are expected to be built on the Panj River in the coming years. In particular, the construction of the Dashtijum Hydropower Plant, with an installed capacity exceeding 4 million kilowatts, will strengthen Tajikistan's energy position and create opportunities for the utilization of thousands of hectares of land in Khatlon Province and Afghanistan. At the same time, in order to preserve the country's water wealth under conditions of climate change, efforts must be made to protect these resources from depletion and pollution.\r\n\r\nThis work, intended for Tajik-language readers, presents familiar but previously unsystematized characteristics and aspects from a new perspective. In addition to materials that were partially published earlier in various languages, it incorporates the latest scientific information and, most importantly, provides a comprehensive analytical synthesis of existing relevant materials. Taking into account the large amount of scattered information contained in domestic literature, the book places special emphasis on analysis and generalization, while also employing engaging illustrations that present familiar subjects from new perspectives and reveal previously unnoticed features.\r\n\r\nOverall, the book has a popular-science and reference character, while also containing a number of new scientific observations and viewpoints. For example, new materials are presented concerning the formation of Tajikistan's river systems, their overall chemical composition, and the total migration rates of elements. In addition, the book for the first time provides complete maps of the Syr Darya, Zeravshan River, Amu Darya basin, Karakul Lake basin, and the basins of rivers flowing to external drainage systems, thereby revealing new characteristics of Tajikistan's hydrological basins.\r\n\r\nIn addition to hydrological maps, the book contains outstanding photographs of alpine lakes, glaciers, and other water sources in the country, taken by glaciologist and hydrometeorological expert Abdulrashid Tagoibekov of the Hydrometeorological Agency under the Committee for Environmental Protection of the Government of the Republic of Tajikistan.
